One of the most innovative solutions in this field is the European Electronic Toll System (EETS), which simplifies the process of paying for roads in different countries with a single device. The European Electronic Toll System (EETS) is an initiative of the European Union to harmonise tolling systems across Europe. In practice, this means that drivers and transport companies can use a single on-board unit (OBU) and a single contract with an EETS provider to pay for journeys in different countries.
Main elements of EETS operation
On-Board Unit (OBU): Installed in the vehicle, it records journeys and communicates with the road infrastructure via GPS, DSRC (short range) and GSM (mobile network).
Road infrastructure: Gantry systems, ANPR cameras and geofencing provide vehicle tracking and tolling.
EETS providers: Companies that mediate between users and road operators, providing billing and customer service. In Poland, EETS is provided by two companies: Telepass S.p.A (from 17 October 2022), and Toll4Europe GmbH (from 1 August 2024).

Convenience and time saving

Transport companies receive a single bill for all journeys, regardless of the number of countries the route has taken them through. This significantly simplifies accounting and allows for better cost control.
Reduction in operating costs
One OBU instead of several different systems means less expenditure on equipment and maintenance. In addition, EETS eliminates the delays associated with manual payment of tolls.
Improved safety
Thanks to advanced tracking technology (GPS, ANPR cameras), EETS-based systems are more resistant to fraud. User data is protected and drivers can feel safer on the road.
Poland joined the ranks of countries using EETS in October 2022. The service covers sections of motorways covered by the e-TOLL system. There are currently three main EETS providers in Poland:
Telepass S.p.A - Italian company, which was the first operator to introduce EETS in Poland.
Toll4Europe GmbH - German company offering services in many European countries.
Awaiting certification Data System sp. z o.o. - Polish provider, specialising in telematics and monitoring.
Low market share: At the moment, EETS covers about 10% of the revenue to the National Road Fund, which is much lower than in other EU countries.
User education: More awareness of the benefits of EETS is needed, especially among Polish hauliers.
Technology development: Integrating EETS with new technologies, such as 5G or blockchain, can increase the efficiency and attractiveness of the system.
IIG aims to play a key role in the development of modern toll systems. It wants to help build a more integrated and user-friendly system in the future by supporting EETS providers and introducing its own technology solutions.
5G: Will provide faster data transmission and more precise vehicle tracking.
IoT: Will enable seamless communication between vehicles and road infrastructure.
AI: Artificial intelligence will help analyse traffic data and optimise toll tariffs.
In the future, EETS systems may introduce dynamic tariffs that will depend on:
CO₂ emissions of the vehicle.
Time of day (e.g. lower tolls during off-peak hours).
The state of the road infrastructure.
